Imphal : The Directorate of Information and Public Relations (DIPR), Government of Manipur, in collaboration with the All Manipur Working Journalists’ Union (AMWJU) and the Editors’ Guild Manipur (EGM), today observed World Press Freedom Day 2026 under the theme “Shaping a Future of Peace” at the DIPR Auditorium, DIPR Complex, Imphal.

The observation was graced by Director, IPR, Government of Manipur, Dr. Th. Charanjeet Singh; President, AMWJU, Shri Asem Bhakta; and President, EGM, Khojendra Khomdram, as Presidium Members.

Speaking on the occasion, Dr. Th. Charanjeet Singh highlighted the significance of World Press Freedom Day, stating that it serves as a reminder of the importance of press freedom and the need to uphold and respect it. He also paid tribute to journalists and media personnel across the world who have lost their lives in the line of duty while defending press freedom.

He emphasized that press freedom is a cornerstone of democracy, which rests on three pillars—the legislature, the executive, and the judiciary. He stated that these institutions function within the framework of the Constitution with defined powers, and when any of them oversteps or fails to act in the public interest, the press plays a crucial role in ensuring accountability and maintaining checks and balances.

He further stated that while freedom of the press must be respected and protected, it is not absolute. The media must function within constitutional provisions. Referring to Article 19 of the Constitution of India, he noted that although freedom of expression is guaranteed, it is subject to reasonable restrictions. He urged the media to act responsibly, keeping in mind national security, sovereignty, integrity, public order, morality, and decency, and to refrain from inciting violence or harming friendly relations.

Dr. Charanjeet Singh concluded by extending his greetings to the media fraternity on this important day and called for collective efforts to strengthen democracy and build a progressive society through responsible journalism.

Further addressing the function, President, Editors’ Guild Manipur (EGM), Shri Khojendra Khomdram stated that freedom of speech and expression is not unlimited and must be exercised with responsibility by the media fraternity. He emphasized that the primary duty of the press is to present truthful and accurate news to the public. He further underlined the crucial role of editors in carefully examining news content and deciding whether it is suitable for publication in the interest of the general public.

Speaking as a Presidium Member, President, All Manipur Working Journalists’ Union (AMWJU), Shri Asem Bhakta highlighted that out of 195 countries in the world, around 180 countries are observing World Press Freedom Day. He noted that the remaining countries are relatively small and may not be fully aware of the significance of the observance. He expressed hope that in the coming years, the event would be observed on a larger scale with greater participation and awareness.

Delivering the keynote address, Secretary, EGM, Yumnam Rupachandra, stated that World Press Freedom Day 2026, observed under the leadership of UNESCO, underscores the vital role of press freedom in promoting peace, particularly in conflict-affected regions like Manipur.

He remarked that the theme “Shaping a Future at Peace” highlights that peace is built on trust, truth, and dialogue, which are upheld by a free and responsible press. He stressed that in times of conflict, misinformation and fear can spread rapidly, and therefore, journalism must focus on truth, unity, and responsible reporting rather than division.

He further stated that journalists are not merely observers but play a key role in ensuring that all voices are heard with fairness and dignity. He called for the protection of journalists, promotion of ethical reporting, and encouragement of dialogue so that the media serves as a bridge in society.

Concluding his address, Shri Rupachandra urged all stakeholders to support responsible journalism, stating that a well-informed society is essential for lasting peace.

The observation was attended by senior journalists, editors, officials of DIPR among others.
