Meghalaya: HYC demands CBI probe into Saubhagya Scheme

The HYC informed the Union Cabinet Secretary that the implementation of the Saubhagya Scheme in the State is marred with various allegations of corruptions, manipulations and favouritism

Shillong: The Hynñiewtrep Youth Council (HYC), a pressure group in Meghalaya on Tuesday urged Union Cabinet Secretary Rajiv Gauba to intervene and direct the Conrad Sangma-led government to give consent and initiate for a Central Bureau of Investigation (CBI) probe into the various irregularities/illegalities in the implementation of the Saubhagya Scheme in the State.

The demand for a CBI probe by the HYC followed after the government-constituted Independent Inquiry which had probed into the various matters pertaining to the Meghalaya Energy Corporation Limited (MeECL) does not include the criminal aspects as can be seen in the observation and as per records above into the implementation of Saubhagya Scheme in the State.

The Independent Inquiry headed by Justice (retd) R.N. Mishra, which probed into the alleged corruption and illegalities in the MeECL, had submitted its report to Chief Minister, Conrad K Sangma in New Delhi on March 29, 2022. However, the government is yet to inform the public about its content.

“The observations made by the Audit team of the CAG is very serious and cast a doubt on the proper and clean implementation of the Saubhagya Scheme in the State and hence requires an investigation by the CBI exclusively for the Saubhaya Scheme and to initiate appropriate actions as per law against anyone found guilty of an offence,” HYC general secretary Roy Kupar Synrem said.

The HYC also informed the Union Cabinet Secretary that the implementation of the Saubhagya Scheme in the State is marred with various allegations of corruptions, manipulations and favouritism in the whole process of award of contract to the contractors to the inflation of rates and other issues relating to the scheme since the scheme was launched in the State in April, 2018.
