First meeting of Cabinet Sub-Committee for IDP rehabilitation held in Bishnupur

Bishnupur: The inaugural meeting of the Cabinet Sub-Committee on the rehabilitation and resettlement of internally displaced persons (IDPs) in Manipur took place on Thursday at the DC Office Conference Hall in Bishnupur. The sub-committee, formed in response to the ongoing crisis, aims to address and alleviate the issues faced by IDPs.

The meeting’s agenda included identifying the grievances of IDPs in relief camps, assessing their needs, supervising resettlement and rehabilitation measures, and locating land for temporary relocation.

Minister Konthoujam Govindas, the Chairperson of the Cabinet Sub-Committee and Minister of Works and YAS, presided over the meeting. Key attendees included Minister A.H. & Vety. and Transport Khashim Vashum, Member Secretary Gyanprakash Huirem (Commissioner-cum-Secretary, Home), MLA Moirang AC Thongam Shanti, MLA Thanga AC Tongbram Robindro, MLA Oinam AC Irengbam Nalini Devi, DC Lourembam Bikram, SP Ksh. Ravikumar, ADC H. Bobby Sharma, district administration officials, relief camp committee members, and camp residents.

DC Lourembam Bikram presented a detailed briefing on the district administration’s initiatives for IDPs. He reported that 8,848 IDPs are taking refuge in 46 relief camps, with an additional 1,115 staying outside the camps. The district has constructed 384 temporary houses, including prefabricated structures, and relocated 338 families to these new homes. Additionally, 818 families have returned to their original residences.

The DC emphasized the support extended to IDPs through government programs like the CMESS scheme, MGNREGS special job cards, and skill development training. The provision of sewing machines and looms was also highlighted. Efforts are ongoing to identify land for permanent housing for those unable to return to their original homes.

Chairperson Konthoujam Govindas acknowledged the government’s commitment to addressing IDP grievances and restoring normalcy. He instructed relevant SDOs/SDCs to report areas where IDPs could return, requiring property repairs. He assured the expedited construction of temporary houses and reinitiated the immediate distribution of food supplements.

Govindas also promised support for IDP students’ school and college admissions, potentially increasing seat availability in government institutions. He noted the significant impact of the School Fagathansi and College Fagathansi missions launched by Chief Minister Nongthombam Biren Singh.

During the meeting, sub-committee members interacted with relief camp residents, who voiced their concerns and needs. Following the meeting, the ministerial team visited several relief camps, including those at Moirang College, Santhong Community Hall, Moirangkhunou Mayai Leikai Mandop, and Kumbi Leirak Achouba Community Hall, Laishang Leikai Lampak.
