Imphal East district begins special intensive revision of electoral roll 2026-phase III

Imphal: The District Election Officer (DEO), Imphal East, on Saturday briefed the media on the Special Intensive Revision (SIR) of the Electoral Roll, 2026, which is being undertaken with July 1, 2026 as the qualifying date.

The exercise, initiated by the Election Commission of India (ECI) under Article 324 of the Constitution and Section 21 of the Representation of the People Act, 1950, aims to ensure that all eligible citizens are included in the electoral roll while removing ineligible entries.

Briefing the press meet, Dr. Nivedita Lairenlakpam, IAS, DEO/DC Imphal East, reiterated that the preparatory phase, including training programmes and printing of Enumeration Forms, was carried out from May 20 to 29. The enumeration phase, during which Booth Level Officers (BLOs) will conduct house-to-house visits, commenced on May 30 and will continue till June 28. Rationalisation of polling stations is also expected to be completed by June 28.

She further stated that the Draft Electoral Roll will be published on July 5, following which electors may submit claims and objections until August 4. The disposal of claims and objections will continue up to September 2, while the Final Electoral Roll is scheduled to be published on September 6, she added.

As part of the preparations, the Office of the Chief Electoral Officer, Manipur, has conducted training programmes for the District Election Officer, Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs) and election officials. These trainings were subsequently cascaded to 47 BLO Supervisors and 432 Booth Level Officers across all ten Assembly Constituencies of Imphal East district.

She further informed that Imphal East has a total electorate of 3,31,586 voters, comprising 1,57,328 men, 1,74,164 women and 94 third-gender electors. To facilitate smooth implementation of the revision process, orientation-cum-interaction workshops involving Booth Level Agents (BLAs) of recognised political parties and BLOs have also been organised by the concerned Electoral Registration Officers.

The District Election Officer/Deputy Commissioner further stated that meetings have been held with representatives of recognised political parties to keep them informed about the revision exercise and encourage their participation. Citizens aggrieved by decisions related to electoral registration may avail themselves of the appeal provisions under the Representation of the People Act and the Registration of Electors Rules.

To ensure that no eligible voter is left behind, especially Persons with Disabilities (PwDs), migrant voters and senior citizens, a dedicated Helpdesk has been set up at the district level. The Helpdesk will assist citizens with information regarding eligibility, required documents, timelines and linkage with previous electoral records through both online and offline modes.

The Helpdesk will also promote awareness about the ECI’s voter helpline number 1950 and the ECINet mobile application, which provides various voter services, including the “Book a Call with BLO” facility for direct communication with Booth Level Officers.

Appealing for public cooperation, Dr. Nivedita Lairenlakpam , emphasised that the Special Intensive Revision is a participatory exercise involving voters, political parties and election authorities, and is essential for ensuring a transparent, inclusive and accurate electoral roll.
