Imphal: In the face of prevailing socio-economic complexities in Manipur, pivotal public-private-paramilitary collaboration between the Assam Rifles and the Homeland Institute of Security Management is successfully steering local youth towards sustainable livelihoods and national service. Operating from the Assam Rifles Skill Development Centre at Sanjeevani Complex in Imphal, this initiative integrates the logistical framework and secure environment provided by Assam Rifles with specialised private-sector training. The collaboration directly addresses steep regional hurdles, including communication barriers and a lack of employment avenues, by offering youth a positive path to achieve success, progress and development in their lives.

The profound impact of this structural mentorship is aptly represented by the journey of Laishram Abungsana Singh from Imphal West. Previously surviving as a daily wage brick labourer and water delivery worker, Abungsana joined the inaugural training batch in May 2024. He secured a job as Security Guard and was working with Homeland Security. However, by absorbing rigorous modules in discipline and professional operations, his determination culminated in his selection as a Constable (GD) in the Central Industrial Security Force (CISF), and he is currently undergoing training at RTC Barwaha in Madhya Pradesh.

Abungsana’s inspirational trajectory seamlessly mirrors those of his batchmates. Laishram Nongsaba Singh successfully transitioned from a civilian security guard to an Agniveer in the elite Brigade of the Guards of the Indian Army, while Ningthoujam Ranjit Singh leveraged the programme’s communication modules to rise from a brick factory to become a Senior Supervisor at British Petroleum in Pune.

Securing a remarkable 100% job placement for its 600+ candidates through several such batches of training, the initiative highlights the urgent necessity for targeted skill development in the region. Against a backdrop of persistent ethnic friction and economic isolation in Manipur, an innovative public-private-paramilitary partnership between Assam Rifles and the Homeland Institute of Security Management LLP is rewriting local destinies. This partnership is built on a perfect division of labor: the Assam Rifles provided a secure residential campus, infrastructure and support, thus facilitating the daily regimen of physical training, grit, determination, and camaraderie. Homeland Institute delivered a specialized curriculum, embedding digital surveillance training, corporate etiquette, and language proficiency.

By providing a clear choice between the destructive dead-ends of violence and drugs or the dignity of a uniform, a steady livelihood, and a corporate career path, the Homeland Group and Assam Rifles have created a scalable template for regional recovery. These young men and women are no longer targets for exploitation; they have become active contributors to India’s economic and national security. By fostering self-reliance, resilience, and genuine national pride, such programs are vital to uplifting communities and establishing long-term social progress across Manipur.
