22 still missing, 1555 injured in Manipur violence: CM Biren

N. Biren Singh also informed the House that 50% advance has been compensated for 139 families under the Permanent Housing Scheme for the violence-affected people.

Imphal: Manipur Chief Minister N Biren Singh Tuesday informed the House that at least 22 people were missing and a total of 1555 people sustained injuries in the current violence in the state. The Chief Minister stated while replying to queries raised by Congress MLA Surjakumar Okram. 

On the fifth and last day of the 5th Session of the 12th Manipur Legislative Assembly, Leader of the House, N. Biren Singh also informed the House that 50% advance has been compensated for 139 families under the Permanent Housing Scheme for the violence-affected people.  Fifty percent of another 472 families are also sanctioned. 

After the completion of the property assessment of the affected families by the Deputy Commissioners, compensation will be distributed according to the available resources. As an interim relief, for families whose houses were destroyed or gutted 1 lakh compensation per family has been approved of which 25% have been sanctioned. The Chief Minister was replying to the question raised by MLA Th. Lokeshwar.

Replying to the questions raised by MLA K. Meghachandra Singh, Chief Minister N. Biren Singh said in the House that the CBI reported to have filed chargesheet against 5 accused persons in connection with the case of missing two students.

Replying to another question, the Chief Minister said in the House that as per the website pib.gov.in, MHA has decided to scrap the Free Movement Regime between India and Myanmar to ensure the internal security of the country and to maintain the demographic structure of India’s North Eastern States Bordering Myanmar. The Ministry of External Affairs is currently in the process of scraping it and MHA has recommended the immediate suspension of the FMR. 

Clarifying the Calling Attention raised by MLA K. Meghachandra, Chief Minister N. Biren Singh said the killing of SDPO, Moreh was a cowardly act. Four persons have been arrested. The case is being investigated by the NIA. The government is giving priority to bringing normalcy to the border town of Moreh.

In the evening session, a short short-duration discussion was raised by MLAs K. Ranjit Singh of Sugnu and Th. Lokeshwar Singh of Khundrakpam constituency respectively regarding the frequent violent attacks by Kuki militants on the villages located in the peripheral foothill areas, particularly in the Sugnu and Khundrakpam constituencies. 

During the Short Duration Discussion, MLA K. Ranjit Singh explained the need for deployment of security personnel to both state and central forces to protect the lives and properties of the people of the area. He said that resettlement of the displaced people of the affected areas will only be possible with the proper deployment of security personnel. 

Ranjit also drew the attention of the Chief Minister to deploy 200 (two hundred) state security personnel to meet the present requirement of security in the area for resettlement. MLA, Th. Lokeshwar Singh, joining the Short Discussion said that deployment of sufficient and dutiful security personnel and removal of bunkers in the peripheral zone will help to bring back peace and normalcy in the state. 

During the Discussion on a Matter of Public Interest, Sr. Leader of the House, O. Ibobi Singh raised a discussion on the need for a holistic approach to restore peace and normalcy in the state. Ibobi suggested disarmament and initiation of a peace dialogue to bring back normalcy in the state. In this regard creation of a conducive atmosphere is necessary, he supplemented.

Stating the Discussion, Leader of the House, N. Biren Singh stated in the House that each member of the House plays a role in maintaining peace and security in the state. There might be a shortage of security forces in the early part of the conflict. The state was also facing a difficult time regarding the deployment of central security forces at the conflict zones. But it has been gradually settled. 

The Government has been taking all necessary steps as a priority to protect the lives and properties of the people of the state. He also appealed for constructive suggestions from every section of the society for the restoration of peace and harmony in the state, Biren added
