Imphal: During the evening session of the first day of the 6th Session of the 12th Manipur Legislative Assembly, Chief Minister and Leader of the House N. Biren Singh addressed the House on the Motion of Thanks to the Governor’s Address, moved by Minister Sapam Ranjan Singh.
He highlighted that the lack of awareness about core issues has hindered the resolution of the current crisis. To address this, the government has formed several Peace Committees to restore normalcy in the state.
War on Drugs and Immigration Control
Chief Minister Biren Singh informed the House about the ongoing campaign against drugs. The government has eradicated poppy plants from over 19,000 hectares of land. Additionally, more than 2,480 illegal immigrants have been detected and identified from 40 villages in the Kamjong, Tengnoupal, and Churachandpur districts.
Implementation of NRC and ILP
Biren Singh stated that the government, in consultation with the Centre, is working tirelessly to implement the National Register of Citizens (NRC) using 1961 as the base year. He also noted that the Inner Line Permit (ILP) has been implemented in Manipur during the BJP-led government’s tenure.
Economic Relief and Resettlement of IDPs
The Chief Minister mentioned that the state has received Rs. 500 crore from the Centre as relief assistance for internally displaced persons (IDPs) and those affected by natural disasters. He expressed hope for additional relief assistance from the Central Government. The state government has begun resettling IDPs back to their homes and is making rigorous efforts to ensure their safe return as soon as possible. Quick railway connectivity to the state capital is also a priority for the current government.
Village Volunteers and Welfare Activities
Chief Minister Biren Singh assured that no stringent action would be taken against village volunteers unless they act against the rule of law. Water Resources Minister Awangbou Newmai added that despite the frequent challenges faced by the state, the government continues its welfare activities across all sectors, including transport, social welfare, education, and health.
Security and Support for Farmers and IDPs
During the discussion on the Motion of Thanks, Health and Family Welfare/ IPR Minister Dr. Sapam Ranjan stated that the government has deployed a significant number of security personnel to ensure the safety of farmers. Special arrangements have been made for IDP students, including free education at nearby government schools and providing smartphones to assist in their academic activities. Regular healthcare services are also being ensured for IDPs through frequent visits to relief camps.
Developmental Initiatives
Minister Ranjan highlighted various progressive and developmental events hosted by the state government, such as the Tri-Nation International Football match, B20 Conference, and Femina Miss India contest, demonstrating the government’s commitment to fostering growth and development despite the challenges.
