Over 1.58 lakh voters marked ‘uncollectable’ in Manipur draft electoral roll

The CEO clarified that no voter's name will be deleted without due process, including notice, a hearing, and a reasoned order.

Imphal:  The Chief Electoral Officer (CEO) of Manipur, Arun Kumar Sinha, on Sunday announced the publication of the state’s draft electoral roll, revealing that more than 1.58 lakh electors have been categorised as “uncollectable” during the first phase of the Special Intensive Revision (SIR) of electoral rolls.

Addressing a press conference at the CEO’s office in Lamphelpat, Imphal West, Sinha said the first phase of the revision, conducted between May 30 and June 28, 2026, has been completed successfully.

According to the CEO, Manipur’s previous electoral roll contained 20,93,076 electors, of which 19,34,399 enumeration forms were collected and digitised, accounting for 92.42 per cent of the electorate. However, 1,58,677 forms (7.58 per cent) could not be collected for various reasons.

The CEO said 43,000 electors were found to be deceased, 34,740 were untraceable or absent, 72,473 had permanently shifted, 7,394 were enrolled in more than one constituency, while 1,070 cases fell under other categories, including refusal to submit enumeration forms.

Sinha further stated that the digitised records were matched with the 2005 electoral roll, resulting in 9,56,409 electors being mapped directly and 8,86,812 linked through progeny records. However, 91,178 electors could not be mapped with the 2005 electoral database.

To address these cases, the Election Department will begin the Claims and Objections process from July 5 to August 4, followed by the disposal of claims and objections until September 2, 2026.

During this period, notices will be issued to the 91,178 unmapped electors, who will be required to submit supporting documents establishing their linkage with the 2005 electoral roll. Their names will be included in the final electoral roll upon successful verification.

The CEO also appealed to eligible citizens whose names are missing from the draft roll to submit Form 6 along with the prescribed declaration for inclusion. Those wishing to object to an entry may file Form 7, while corrections relating to personal details or requests for constituency transfer can be made through Form 8.

Sinha clarified that no elector’s name will be deleted from the draft electoral roll without due process, including the issuance of notice, an opportunity to be heard, and a reasoned order by the competent authority.

Providing key statistics from the draft electoral roll, the CEO said Manipur currently has 9,40,446 male voters, 9,93,660 female voters, and 293 third-gender electors. The number of voters in the 18-19 years age group stands at 20,442. The state’s elector-population ratio is 51.29 per cent, while the gender ratio is 1,057 female electors for every 1,000 male electors.

The Election Department has also increased the number of polling stations by 85, taking the total number of polling stations across Manipur to 3,041.

The CEO further informed that after the publication of the final electoral roll, aggrieved voters will have the right to file appeals before the respective District Election Officers under the provisions of the Representation of the People Act, 1950. A second appeal can subsequently be made before the Chief Electoral Officer if required.

Meanwhile, data released along with the draft electoral roll indicates that Churachandpur and Pherzawl districts recorded the highest proportion of uncollectable electors, with figures exceeding 19 per cent. The development has drawn attention as both districts share a border with Myanmar and have long figured in discussions over suspected illegal immigration from the neighbouring country.

The claims and objections process, beginning Sunday, is expected to play a crucial role in determining the final electoral roll before its publication later this year.
