Imphal: Emphasising that the ultimate purpose of technology should be to ensure better governance and improved public service, Neeta Arambam, IAS, Secretary (IPR), stated that the re-launching of the DIPR website and implementation of the E-Office system were crucial for ensuring the smooth functioning of the department.

The programme, organised by the Directorate of Information and Public Relations (DIPR), Government of Manipur, at its auditorium today, marked the re-launching of the DIPR website (https://dipr.mn.gov.in/) and the implementation of the E-Office system.

Speaking on the occasion, Smt. Neeta Arambam said the DIPR website would serve as an important bridge between the government and the public by ensuring that authentic government information reaches citizens quickly, accurately and effectively. She expressed hope that the relaunched website would become a dynamic platform for keeping the public and the media informed about government policies, programmes and achievements.

She said the E-Office system would help reduce delays in file processing, facilitate timely decision-making and enable officials to track files delayed at any level. She informed that the entire Secretariat had already adopted the system and that instructions had been issued to ensure that all district offices and directorates complete their E-Office onboarding at the earliest.

The Secretary urged all officers and staff members to embrace the change with an open mind and a positive attitude, rather than viewing E-Office as an additional responsibility. She emphasised that the success of the system would depend on its effective use to minimise delays and improve administrative efficiency, adding that technology alone could not bring about change.

Delivering the welcome and keynote address, Dr. Th. Charanjeet Singh, MCS, Director (IPR), stated that the DIPR website was essential for disseminating news and information on government initiatives to the public and the media fraternity. He informed that the website was first launched in 2017 and began functioning properly in 2025; however, the technology had become outdated, incompatible and posed security concerns. He expressed his heartfelt gratitude to CubeTen for developing the relaunched website using modern technology to address these concerns.

He further informed that additional features had been incorporated into the website, including online application facilities for the Manipur Working Journalists Pension Scheme and the Manipur Journalist Welfare Scheme, enabling members of the media fraternity to apply for the schemes through the portal.

He highlighted that E-Office would eliminate the need to physically deliver hard copies of documents, simplify file processing and reduce the risk of files or documents being lost. He urged all officers and staff members to actively use the system and work together to ensure its successful implementation.

Dr. Haobam Joyremba, MD/CEO, CubeTen Technologies Pvt. Ltd., described the DIPR website as one of the most dynamic websites in Manipur, stating that a website serves as the face of a department. He highlighted that while government offices function during official working hours, the website remains accessible 24×7 from anywhere, making it an important platform for public access to information. He expressed confidence that the website would become a key source of authentic news, improving accessibility and promoting transparency.

Dr. Joyremba stated that the website’s launch was only the beginning, as regular updates would be necessary to keep it relevant and useful to the public. Emphasising that DIPR serves as a bridge between the government and citizens, he stressed that accuracy and authenticity of information were essential to fulfilling the department’s responsibility.

A technical session on the utilisation of the relaunched DIPR website was conducted by B. Guneshore Sharma, Senior Technical Lead and Project Manager, CubeTen Technologies.

The programme was attended by W. Phajatombi Devi, Additional Director, IPR; T. Ramesh Singh, Additional Director (P&D); officers and staff members of DIPR and Directorate of Information Technology.
