Compensation of Rs 19 cr sanctioned for affected farmers: Manipur Minister

Imphal: On the third day of the 5th Session of 12th Manipur Legislative Assembly, Agriculture Minister Biswajit Singh, while replying to a question raised by MLA Surjakumar, informed the House that the Agriculture department has conducted an assessment on the economic loss in respect of paddy fields due to the ongoing violence that started from May 2023 and out of 5901 affected farmers reported by the Deputy Commissioners, 3483 affected farmers have been recommended to the Home Department for a total compensation of 18.73 crores in the first phase. The fund had been sanctioned by the Home Department to the 3483 affected farmers. 

Leader of the House N.Biren Singh while replying to the query raised by MLA Th. Lokeshwar Singh said that no government revenue documents and land records reports were gutted in the ongoing violence, hence there is no reason to make new documents.

Replying to a query raised by MLA K.Meghachandra Singh, Chief Minister informed the House that the main reason for the delay in holding the ADC election is due to the non-completion of the delimitation exercise for 10ADCs, the number of ADCs was increased from 6ADC TO 10 ADC by the  (Sixth) Amendment Act,2022.

 The delimitation exercise for 10 ADCs is under process and on completion of the delimitation exercise, the schedule for holding the ADC election may be notified in consultation with the State Election Commission after obtaining due approval of the competent authority. Regarding the grant of funds to ADC, it is being recommended and reviewed by the State Finance Commission.

Rural Development & Panchayati Raj Minister Y.Khemchand, while replying to a question raised by MLA K.Meghachandra Singh, informed the House that the term of the last elected Panchayat bodies was completed in the month of October,2022 and that the matter regarding the schedule of the next Panchayat election is under process and date will be fixed after obtaining fresh schedule from the State Election Commission and after obtaining due approval of the competent authority. The financial positions of the Panchayat bodies are being reviewed by the State Finance Commission constituted from time to time by the State Department.

Education Minister, Th.Basanta said that the steps taken to implement a credit system framework for classes IX to XII under NEP 2020, is not yet implemented in the State and there are no steps taken up to abolish matric examination system as a part of the implementation of NEP 2020. The Minister further added that  69 (Sixty-nine) schools of Manipur were selected for the PM SHRI scheme.

During the Zero Hour today, K.Ranjit Singh raised the issue of the construction of road from Wabagai Lamkhai to Sugnu and drew the attention of the House to solve the issue
