Special intensive revision of electoral roll, 2026 begins in Manipur

Imphal: The Office of the Chief Electoral Officer (CEO), Manipur has informed that the Election Commission of India (ECI) has announced the Special Intensive Revision (SIR) of Electoral Roll, 2026 with July 1, 2026 as the qualifying date under Article 324 and Section 21 of the Representation of the People Act, 1950.

According to a press note issued by the CEO, Manipur, the schedule for the revision exercise includes preparation, training and printing of Enumeration Forms from May 20 to May 29, 2026, while house-to-house visits by Booth Level Officers (BLOs) under the Enumeration Phase will be conducted from May 30 to June 28, 2026.

The SIR exercise is being conducted to maintain the integrity of the electoral roll with the objective that no eligible citizen is left out and no ineligible person is included.

The press note stated that meetings with recognised political parties were held at the State, district and Assembly Constituency levels to explain the revision process and to ensure appointment of Booth Level Agents (BLAs). Trainings have also been imparted to District Election Officers (DEOs), Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs), BLO Supervisors and BLOs. Orientation workshops for BLAs were also organised.

Helpdesks have been set up in all the 16 districts to facilitate electors in searching previous SIR records and in filling up and submission of Enumeration Forms. Printing of Enumeration Forms for over 20.93 lakh electors has also been completed.

During the Enumeration Phase, a total of 2,956 BLOs will undertake house-to-house visits and distribute partially-filled Enumeration Forms in duplicate to existing electors. Electors have been requested to provide the details of previous SIR records for self or relatives in the forms. One copy of the filled-up form will be collected by the BLO while the acknowledgement copy will remain with the elector. No document will be collected by BLOs during the Enumeration Phase.

Electors may also download Enumeration Forms and upload the filled-up forms online through the voters.eci.gov.in and the ECINet mobile application. An online facility has also been made available for electors to search previous SIR records through the ECI website and the official website of the CEO, Manipur. Voters may also contact the toll-free Voter Helpline Number 1950 or use the “Book a Call with BLO” facility available online.

The press notes further informed that electors whose Enumeration Forms are not received will be identified under categories such as Absent, Shifted, Dead or Duplicate (ASDD) after due inquiry. The list will be displayed on the ERO’s Notice Board and on the CEO’s website.

The Draft Electoral Roll to be published on July 5, 2026 will include names of electors whose Enumeration Forms have been received. Claims and objections may be filed from July 5 to August 4, 2026. Electors unable to submit Enumeration Forms within the stipulated period may file Form 6 along with the prescribed declaration during the claims and objections period.

During the notice and verification phase from July 5 to September 2, 2026, EROs will scrutinise the eligibility of proposed electors and issue hearing notices wherever discrepancies are found. No elector will be deleted from the draft roll without being given an opportunity of hearing.

The final Electoral Role will be published on 6th September, 2026 after all claims and objections are considered. Public can access the final Electoral Role and download on CEOs website or can visit the office of the Electoral Registration Officer, or Booth Level Officer, hard copy of final Electoral Role will be shared with political parties.

The CEO, Manipur further informed that electors may file appeals against decisions of EROs before the District Magistrate under Section 24(a) of the Representation of the People Act, 1950 and further appeal may be made before the Chief Electoral Officer under the prescribed rules.

Appealing for participation and cooperation from all stakeholders, the CEO stated that the SIR exercise is a participative process involving electors, political parties and election officials to ensure transparency and inclusiveness in the electoral revision process.
