Imphal: On the final day of the 7th Session of the 12th Manipur Legislative Assembly, Chief Minister and Leader of the House, Yumnam Khemchand Singh, tabled key fiscal documents, including the Medium Term Fiscal Policy Statement, Fiscal Policy Strategy Statement, and Macro Economic Framework Statement.
During the session, the House approved a total allocation of ₹1,258.86 crore for seven departments for the financial year 2026–27. The major allocations include Municipal Administration, Housing and Urban Development (₹439.80 crore), Public Health Engineering (₹711.16 crore), Vigilance and Anti-Corruption (₹7.02 crore), State Excise (₹13.70 crore), Sales Tax and related duties (₹6.75 crore), Fire Protection and Control (₹26.35 crore), and Home Guards (₹54.06 crore).

Responding to questions raised by MLA Th. Lokeshwar Singh, the Chief Minister informed the House that development work under Pukhao Gram Panchayat is being carried out with NABARD assistance under RIDF-XXX, with a sanctioned amount of ₹8 crore.
He also stated that forest clearance for 1.30 hectares at Yumnam Patlou was granted to M/S Keystone Infra Pvt. Ltd. for road improvement works. The excavated materials from the site have been utilised for river embankment strengthening and the Imphal Ring Road project.
On action against illegal poppy cultivation, the Chief Minister reported that 81 individuals have been arrested across 10 districts, including village chiefs, landowners, and cultivators. A total of 44 FIRs have been registered.
Addressing urban issues, he noted that drainage construction in Imphal Municipal Corporation areas has already begun under the Rigid Pavement project. The government is also working to tackle waterlogging and improve waste management, with a ₹33 crore proposal submitted to the Union DoNER Ministry. He stressed the need for greater public participation in maintaining civic cleanliness.

Regarding housing, the Chief Minister announced plans to construct around 27,000 houses under urban housing schemes, with financial assistance to be provided to beneficiaries. Ownership of land in the name of a woman is a requirement for availing the scheme.
Deputy Chief Minister Losii Dikho informed the House that efforts are underway to improve water supply infrastructure across the state under the Jal Jeevan Mission. He highlighted progress in several projects, including near completion of an overhead tank at Charangpat, though delays have occurred due to contractor issues.
He also stated that while some challenges remain in certain packages under the New Development Bank projects, most are progressing satisfactorily.
On the Vigilance and Anti-Corruption Department, the Chief Minister noted a shortage of manpower due to ongoing law and order duties but assured that staffing will improve. Over the past five years, the department has handled 222 cases, with many already disposed of.

Meanwhile, Minister Konthoujam Govindas Singh informed the House that steps are being taken to expand fire service infrastructure, including the establishment of new sub-stations across constituencies. Five new fire sub-stations have already been made operational, along with increased public awareness initiatives.
The Assembly was later adjourned to reconvene at 2:30 PM for the next session.
