10 demands for grants passed on 5th day of the 7th session of 12th Manipur state assembly 2026

On the fifth day of the ensuing session, a total sum of Rs 6710,88,32,000 (Six Thousand Seven Hundred Ten Crore Eighty-Eight Lakh Thirty-Two Thousand Only) for 10 departments was passed today.

Imphal: The 7th session of the 12th Manipur Legislative Assembly continued today with discussions and voting on 10 Demands for Grants for the financial year 2026–27.

On the fifth day of the ensuing session, a total sum of Rs 6710,88,32,000 (Six Thousand Seven Hundred Ten Crore Eighty-Eight Lakh Thirty-Two Thousand Only) for 10 departments was passed today. 

Chief Minister Yumnam Khemchand, while responding to the query raised about the inflation rate in Manipur by MLA Surjakumar Okram, stated that compared to previous records, the inflation rate has declined for the state of Manipur, with the lowest in the country recorded in January 2026 and the second lowest in February 2026. And the government is undertaking action for timely disbursement of salary, pension, and others to increase financial flow in the state. Replying to a supplementary question about the exemption of Income Tax for 10 months for business owners, CM Yumnam Khemchand replied that it is a concern of the Union Government, however the state government will look into the matter.

In response to a starred and supplementary question raised by MLA Surjakumar Okram about Die-in-Harness scheme and the appointment of a Nodal officer in every department to coordinate the process, Chief Minister Yumnam Khemchand stated that necessary actions for filling up the vacant post will be taken up as soon as possible and the appointment of a Nodal officer will be taken into consideration.

During the session, Cut Motions on Demand No.6, 13,14,19,20 and 47 were raised by MLA Th. Lokeshwar and MLA K. Ranjit Singh.

Replying to the question raised during the Cut Motion on Tribal Affairs and Hills Development, Deputy Chief Minister Nemcha Kipgen, stated that there are no irregularities in the distribution of scholarships to students. However, the pre-matric and post-matric scholarships for 2023-24 and 2024-25 could not be disbursed, due to non-seeding of Aadhaar with respective bank accounts and non-submission of mandatory documents.

The concerned Minister also further clarified that there are no irregularities in the release of funds. She stated that funds for civil works are released after ascertaining physical progress. However, the beneficiary lists for State Fund schemes are finalized by a departmental selection committee, after which the Finance Department approves and releases the funds to the beneficiaries through DBT, she added.

Answering another question raised during the Cut Motion, Chief Minister Yumnam Khemchand stated that the State Cabinet has moved the matter of Autonomous District Council (ADC) election to the Hill Areas Committee (HAC).

Regarding Transport, Y. Khemchand stated that Manipur State Transport (MST) has already resumed the public transport system in 12 district routes, and the Inter State Bus Terminus (ISBT) at Khuman Lampak has been recommissioned recently. Also, the ISBT at Sekmai for Heavy vehicles is nearing completion, which will significantly reduce the traffic congestion in Imphal. He informed the House that the PM-eBus Sewa will be implemented soon in Imphal. Further, the CM informed the House that the vehicle scrapping project has already been approved by the Ministry of Road Transport and Highways (MoRTH), and applications have been invited in the PPP model.

Y. Khemchand, replying to another Cut Motion, stated that the roads under PMGSY are to be maintained by the concerned contractor for five years, after which the state government is responsible for maintaining the roads. And for this maintenance purpose, a sum of Rs. 60 crores have been included in the 2026-27 budget.

Leader of the House, Chief Minister Yumnam Khemchand Singh laid 10 Demands for discussions and voting for Grants on the table of the House which include Transport, Labour & Employment, Department of Tribal Affairs and Hills Development, Environment and Forest, Community & Rural Development, Planning, Rehabilitation, State Academy of Training, Minorities and Other Backward Classes and Scheduled Castes Development, and Information Technology.

These include a sum of Rs. 45,89,39,000/- for Demand No. 6-Transport; a sum of Rs.38,87,96,000/- for Demand No.13 – Labour and Employment; a sum of Rs.1035,37,36,000/- for Demand No.14- Department of Tribal Affairs and Hills Development; a sum of Rs.819,15,34,000/- for Demand No.19 – Environment and Forest; a sum of Rs.1403,93,64,000/- for Demand No 20 – Community and Rural Development; a sum of Rs.2413,86,95,000/- for Demand No. 30 – Planning; a sum of Rs.747,78,92,000/-, For Demand No. 34 – Rehabilitation; a sum of Rs.12,05,01,000/- for Demand No. 42 – State Academy of Training; a sum of Rs.115,95,49,000/- for Demand No. 47 – Minorities and Other Backward Classes and Scheduled Castes Development and a sum of Rs.77,98,26,000/- for Demand No. 50 – Information Technology. 

The demands were approved by the House to meet expenditures during the financial year ending March 31, 2027.

Following this, the House was adjourned until 11:00 a.m. of 16th March 2026.
