Imphal: The 7th Session of the 12th Manipur Legislative Assembly continued Wednesday with discussions and voting on 14 Demands for Grants for the financial year 2026–27.

On the third day of the session, Leader of the House and Chief Minister Y Khemchand  Singh tabled 14 Demands for Grants for discussion and voting in the House. The demands covered departments including State Legislature, Council of Ministers, Secretariat, Land Resources, Police, Public Works Department (PWD), Textiles, Commerce and Industries (TCI), Power, Youth Affairs and Sports, Jails, Printing, Fisheries, Art and Culture, and Economics and Statistics.

A total amount of Rs 5,471,91,20,000 (Five Thousand Four Hundred Seventy-One Crores Ninety-One Lakhs and Twenty Thousand) for 14 departments was approved by the House for the financial year 2026–27.

The approved allocations include:

  • Rs 349,10,69,000 for Demand No. 1 – State Legislature
  • Rs 14,16,70,000 for Demand No. 2 – Council of Ministers
  • Rs 149,00,27,000 for Demand No. 3 – Secretariat
  • Rs 137,54,51,000 for Demand No. 4 – Land Resources
  • Rs 3,183,97,49,000 for Demand No. 7 – Police
  • Rs 884,51,28,000 for Demand No. 8 – Public Works Department
  • Rs 85,13,03,000 for Demand No. 21 – Textiles, Commerce and Industries
  • Rs 405,90,28,000 for Demand No. 23 – Power
  • Rs 102,14,19,000 for Demand No. 25 – Youth Affairs and Sports
  • Rs 37,37,88,000 for Demand No. 32 – Jails
  • Rs 5,56,38,000 for Demand No. 35 – Printing
  • Rs 43,73,56,000 for Demand No. 37 – Fisheries
  • Rs 52,40,72,000 for Demand No. 41 – Art and Culture
  • Rs 21,34,22,000 for Demand No. 49 – Economics and Statistics

The House approved the demands to meet the expenditure requirements for the financial year ending March 31, 2027.

During the session, the Leader of the House also tabled three reports in the Assembly:

  1. Annual Report 2025–2026 of the Manipur Lokayukta
  2. Annual Report 2023–2024 of the Manipur Information Commission
  3. Economic Survey Manipur 2024–25 prepared by the Directorate of Economics and Statistics.

The House then proceeded with other legislative business as per the listed agenda.

During the discussion, cut motions on Demands No. 7, 8, 23, 25 and 41 were raised by Wangkhem Assembly Constituency MLA K. Meghachandra Singh.

Responding to the issues raised, Chief Minister N. Biren Singh informed the House that the government has already communicated with the Election Commission of India. He stated that the census process can begin after completion of house listing and the Special Intensive Revision (SIR). He further noted that the census is conducted under the supervision of the Registrar General of India.

Regarding vacancies in the Art and Culture Department, Minister Khuraijam Loken Singh said the government would take steps to fill the vacant posts after consultation with the Chief Minister.

Replying to concerns about illegal immigrants, Home Minister Govindas Konthoujam stated that committees have been formed to address the issue. He added that security deployment, combined security flag marches, and monitoring in sensitive areas are ongoing. Area domination exercises are also being conducted in border areas to prevent illegal drug peddling.

At the conclusion of the morning sitting, the House passed the Manipur Appropriation (No. 1) Bill, 2026, which was moved by Chief Minister N. Biren Singh.

The House was later adjourned until 11:00 a.m. the following day for the next sitting.
