Arunachal Dy CM urges officers to prepare ‘zero-error’ DPR

Itanagar: Arunachal Pradesh Deputy Chief Minister Chowna Mein, also the Minister in-charge of Power and Non-Conventional Energy Resources, on Monday urged the departmental officers to follow utmost cautiousness and zero error in preparing detailed project report (DPR) for the Reforms-based and Results-linked Revamped Distribution Sector Scheme (RDSS).

Citing the Prime Minister Narendra Modi’s mantra – ‘Reform, Perform and Transform’, Mein, in a meeting here urged the Chief Engineers of the Departments of Power and Hydropower Development and Arunachal Pradesh Energy Development Agency (APEDA) to dedicatedly carry out the exercise to prepare the DPR and Action Plan for implementation of RDSS in the state in a time-bound manner.

“RDSS is the greatest reform that is being implemented by the Government of India,” he said and added, “We should leave no stone unturned to implement the scheme”.

He directed the officers to carry out the work in mission mode and formulate the roadmap for implementation of the scheme to reduce the losses, strengthen the distribution infrastructure and achieve the objective of the scheme, official sources said.

The nodal officer from Rural Electrification Corporation (REC) gave a PowerPoint presentation on preparation of DPR and action plan of the state power department for the implementation of the Reforms-based and Result-linked scheme, RDSS.

Advisor to the Power Department, Balo Raja (MLA), State Government’s advisor Harikrishna Paliwal, Commissioner Planning P S Lokhande, Principal Secretary Finance cum in-charge Commissioner Power Sharat Chauhan and other officers from Department of Power, APEDA and Hydropower Development attended the meeting.

The Union Power Ministry had launched the Reforms-based and Results-linked Revamped Distribution Sector Scheme to improve the operational efficiencies and financial sustainability of State-owned DISCOMs/ Power Departments by providing financial assistance to DISCOMs for modernisation and strengthening of distribution infrastructure, aiming at the improvement of the reliability and quality of supply to end-consumers.

Earlier, the Deputy Chief Minister held a meeting with the senior officers of Finance, Planning and Investment Department to discuss matters ahead of the forthcoming pre-Budget consultation scheduled to be chaired by Union Finance Minister Nirmala Sitharaman at New Delhi on December 30. Among others, Advisor to Finance Department Jambey Tashi, Commissioner Planning P S Lokhande and Principal Secretary Finance Sharat Chauhan were present in the meeting, sources added.
