Six demands amounting to Rs 23k crore passed in Manipur Assembly

During the discussion on Demand of Land Revenue, Stamps & Registration and District Administration, leader of the House and Chief Minister N Biren Singh, while replying to policy cuts, said that the state government has not evicted any legally constructed churches.

Imphal:  The Manipur Legislative Assembly passed six demands amounting to Rs. 2304,02,00,000 in the afternoon session of the tenth day of the ongoing 12th session of the 11th Manipur Legislative Assembly Wednesday.

The demands passed are Rs 187,65,07,000 for Land Revenue, Stamps & Registration and District Administration; Rs 1943,33,84,000 for Finance Department; Rs 129,02,29,000 for Youth Affairs and Sports Department; Rs 24,51,72,000 for State Excise; Rs 11,02,55,000 for Sales Tax, Other Taxes/Duties on Commodities and Services; and Rs 8,46,53,000 for State Academy of Training. 

During the discussion on Demand of Land Revenue, Stamps & Registration and District Administration, leader of the House and Chief Minister N Biren Singh, while replying to policy cuts, said that the state government has not evicted any legally constructed churches. However, the government will not allow the construction of any religious structures inside government buildings premises such as government residential quarters for employees because it violates the rule of law. He also appealed to the public to respect and abide by the rule of law.

Regarding the policy cut raised by MLA K Meghachandra to bring Yairipok under one administrative unit, the Chief Minister responded that the issue will be taken up and put up for discussion to the District Boundary Commission.

Clarifying on the shortage of staff in the district headquarters and sub-divisional offices of the state, N Biren said that the rationalization of government employees under the chairmanship of Chief Secretary has been taken up by the government, and it will initiate the recruitment process of the vacant posts at the earliest.

On the other hand, YAS Minister Letpao Haokip responding to cut motions raised from the opposition bench during the discussion on demand of Youth Affairs and Sports, said that the government will hold a multi-party talk held on February 25, 2021 with various stakeholders about the dispute regarding the construction of the National Sports University. He expressed hope that an amicable solution will be reached during the meeting, and the construction will resume normally very soon.

Letpao further said that the discipline of Jeet Kune Do is yet to be included in the recognized sports discipline list of YAS and Manipur Olympic Association. Hence the Government is unable to provide jobs to National and International medal winning Jeet Kune Do players. However, they can still avail of 5% sports quota reserved in any government recruitment process.

Later, the House unanimously passed the Manipur Conservation of Paddy Land and Wetland (Amendment ) Bill, 2021 (Bill No 16 of 2021); the Manipur Liquor Prohibition (Third Amendment) Bill, 2021 (Bill No 3 of 2021); The Manipur Industrial Single Window Clearance Bill, 2021 (Bill No 7 of 2021); the Manipur Public Services Delivery Guarantee Bill, 2021 (Bill No 6 of 2021); The Manipur Official Language (Amendment) Bill, 2021 (Bill No 8 of 2021); The Manipur Legislature (Removal of Disqualifications) (Fifth Amendment) Bill, 2021 (Bill No 4 of 2021); The Court Fees (Manipur Amendment) Bill, 2021 (Bill No 9 of 2021); The Manipur Oil Pump (Regulation of Production and Processing) Bill, 2021 (Bill No 15 of 2021); and The Manipur Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Bill, 2021 (Bill No 5 of 2021).
