Imphal:The State Government has been running relief camps for the displaced people in view of the prevailing law and order situation in various violence affected Districts.
The semi-permanent relief camps for the affected people have been set up in line with the basic minimum requirements as per the provisions of NDMA’s prescribed Minimum Standard in respect of Shelter in Relief Camps.
Certain conditions were fulfilled while setting up a relief camp. The camp should be preferably opened in the existing Government structures having basic minimum facilities. The building should be well protected and secured (preferably by security personnel/army). The building or site should have easy access for fire tenders and should have differently-abled (Divyang-Jan) friendly facilities. It should also take special care for pregnant and lactating mothers, children and elderly people. It should be well ventilated, preferably natural. The building should have proper lighting and electricity and potable water should be made available in the camps amongst others.
The District Administrations have been arranging Basic One Time Facilities and consumables like mattresses, cooking utensils, water tanks, toilet, food items, drinking water etc. for the inhabitants in the relief camps.
For these camps that have become operational since May 3, 2023, a three level Relief Camp Management structure was set up to ensure effective functioning and monitoring of the camps in all the violence affected districts.
The relief camps are supported by the District Administration, which appointed one nodal officer [Camp Nodal Officer (s)] for each camp who are responsible for support of the relief camp, in close coordination with the available CSOs/Clubs.
A Camp Nodal Officer is responsible for visiting the camp each day and is the single point of contact for any requirement at the camp in coordination with the CSOs. He coordinates with the Line Departments in the district (PHED/PWD/Health/Power/ CAP & PD etc.) to ensure that basic facilities are well taken care of.
A Central Coordination Team comprising Pradeep Kumar, IAS (Churachandpur, Pherzawl, Kangpokpi & Senapati), Dr. Shailesh Kumar Chaurasia, IAS (Tengnoupal, Kakching, Chandel & Thoubal), Robert Singh Kshetrimayum, IAS (Bishnupur, Noney, Tamenglong & Imphal West) and Naorem Praveen Singh, IAS (Imphal East, Ukhrul, Kamjong & Jiribam), are also set up for overall management of camps across the state and for coordination at the districts allotted.
A Camp Level Committee headed by the Camp Nodal Officer with three persons including 1 woman (inhabitant) in relief camp and CSO members already engaged in running the camp is constituted by the Nodal Officer for proper operation of the relief camps.
