Imphal: Reaffirming the government’s commitment to the safe, phased and dignified rehabilitation of Internally Displaced Persons (IDPs), Manipur Chief Secretary Puneet Kumar Goel on Tuesday said that more than 16,000 displaced persons have already been successfully resettled under a structured and closely monitored roadmap.
Speaking on the progress of the rehabilitation programme, Goel said a State-Level Committee chaired by the Chief Secretary has been constituted to supervise and review the resettlement process. The committee comprises senior officials, including the Commissioner (Home), the Director General of Police and other top functionaries of the state government.
To strengthen implementation at the grassroots, District-Level Committees headed by District Magistrates have also been put in place. These committees meet regularly and conduct rigorous assessments to ensure that rehabilitation measures are executed effectively across the state, he said.
The Chief Secretary подчеркed that the government’s strategy extends well beyond the mere relocation of families from relief camps. “The focus is on restoring stable living conditions and enabling displaced persons to resume livelihoods, education and normal community life,” he said, adding that the transition out of relief camps is being approached as a holistic process with emphasis on economic security, educational continuity and overall well-being.
Highlighting the progress made so far, Goel said that by December 2025, over 2,200 families comprising nearly 10,000 IDPs had been resettled. To further accelerate reconstruction, around 7,000 houses have been sanctioned under the Special Pradhan Mantri Awas Yojana–Gramin (PMAY-G) for families whose homes were fully damaged. These houses are presently at different stages of completion.
On the financial front, the government has released approximately ₹1,124 crore for IDP resettlement across various locations. As of 2026, about 3,700 families, accounting for nearly 16,500 displaced persons, have been successfully rehabilitated, he said.
Looking ahead, the Chief Secretary said the government has set a target to resettle more than 10,000 displaced families—over 40,000 IDPs—by 31 March 2026.
Reiterating the government’s resolve, Goel said all efforts are being made to ensure timely, secure and humane rehabilitation of every displaced person, with the aim of restoring normalcy and stability at the earliest.
The Chief Secretary’s statement comes at a significant moment, as the Coordination Committee on Manipur Integrity (COCOMI) has announced a massive public rally on January 31 in Imphal to highlight the plight and grievances of IDPs.
