Imphal: On the third day of the 6th Session of the ongoing 12th Manipur State Legislative Assembly, the House today unanimously passed eight Demands for Grants amounting to Rs 34,76,22,05,000. The Demands for Grants are: Demand No. 1 – State Legislature, Demand No. 2 – Council of Ministers, Demand No. 3 – Secretariat, Demand No. 12 – Municipal Administration, Housing and Urban Development, Demand No. 21– Textiles, Commerce & Industries, Demand No. 22 – Public Health Engineering, Demand No. 26 – Administration of Justice and Demand No. 27– Election.
For i) Demand No. 1: State Legislature a sum of Rs. 298,55,36,000, ii) Demand No. 2 – Council of Ministers: a sum of Rs. 16,28,00,000, iii) Demand No. 3 – Secretariat: a sum of Rs. 163,43,96,000, iv) Demand No. 12 – Municipal Administration, Housing and Urban Development: a sum of Rs. 961,39,27,000, v) Demand No. 21 – Textiles, Commerce & Industries: a sum of Rs. 182, 49, 85,000, vi) Demand No. 22 – Public Health Engineering: a sum of Rs. 1612, 45,73,000, vii) Demand No. 26 – Administration of Justice: a sum of Rs. 190, 40,52,000 and viii) Demand No. 27– Election: a sum of Rs. 51,19,36,000 have been granted and passed in the House for the financial year ending 31st March, 2025.
During the discussion on Demands for Grants, MLAs Th. Lokeshwar Singh of Khundrakpam AC and K. Meghachandra Singh of Wangkhem AC moved cut motions on Demands No. 12, 21, 22, 26 and 27 which were later withdrawn and was passed in the House.
Leader of the House N. Biren Singh, while replying to a cut motion by MLA K Meghachandra Singh, informed the House that as per a Cabinet decision on June 13, 2024, a tentative date for the election to Municipality, Panchayat and Autonomous District Council (ADC) has been given to the Election Commission of India (ECI). However, benefits and funding are being provided to the beneficiaries at grass root level through Committees formed.
Municipal Administration, Housing and Urban Development (MAHUD) Minister. Khemchand Singh informed the House that collection of Property Tax has been started in Municipal areas and door to door collection of Property Tax is in the pipeline. He requested the elected representatives residing in Municipal areas to pay their taxes so that the general public also pay the taxes without hesitation.
The Minister also informed the House that The Imphal Municipal Corporation Building Bye-laws are amended from time to time. He further said that drawings by recognised architects can be submitted online to the Municipal Corporation for obtaining NOC for the construction of new buildings.
Later, Chief Minister N Biren Singh introduced The Manipur Scheduled Castes and Other Backward Classes (Regulation of Issuance and Verification of Caste Certificates) Bill, 2024 (Bill No. 15 of 2024), and The Manipur Contingency Fund Bill, 2024 (Bill No. 9 of 2024) on the floor of the House.
Th. Basantakumar Singh, Minister (in-charge of Education) also introduced The Dhanamanjuri University (Second Amendment) Bill, 2024 (Bill No. 13 of 2024) and The Manipur Private School (Registration and Regulation) (Amendment) Bill, 2024 (Bill No. 14 of 2024) on the floor of the House.
