Manipur Assembly passes 7 demands for grants amounting to Rs 4287,28,67,000

Chief Minister N. Biren Singh stated that it is high time to reorganise the district boundaries based on administrative convenience rather than political convenience.

Imphal: On the last day of the 6th session of the 12th Manipur State Legislative Assembly, the House unanimously passed 7 (seven) Demands for Grants amounting to Rs. 4287, 28,67,000.

The Demands for Grants passed are (i) Demand No. 10- Education: a sum of Rs 3151,89,79,000, (ii) Demand No.15- Consumer Affairs, Food and Public Distribution: a sum of Rs 218,26,18,000, (iii) Demand No.38- Panchayat: a sum of Rs 117,24,70,000, (iv) Demand No. 40- Water Resources Department: a sum of Rs 652,70,41,000, (v)Demand No.43-Horticulture and Soil Conservation: a sum of Rs 124,49,57,000, (vi) Demand No.46-Science and Technology: a sum of Rs 6,04,52,000 and (vii) Demand No.49- Economics and Statistics: a sum of Rs 16,63,50,000.

During the session, MLA Phungyar A/C, Leishiyo Keishing called for attention on the unresolved boundary demarcation of the newly created 7 (seven) districts of Manipur, to which Leader of the House and Chief Minister N. Biren Singh stated that it is high time to reorganise the district boundaries based on administrative convenience rather than political convenience. With regard to this, a meeting of the stakeholders; community leaders, elected members, CSOs and NGOs will be called soon, he added.

Replying to a starred question raised by MLA Phungyar A/C Leishiyo Keishing, Chief Minister (In-charge of Finance) stated that in terms of revenue collection from Forest Department, Kamjong had the highest collection of Rs 7.82 crore and Rs 18.64 crore during 2022-23 and 2023-24 respectively, while in terms of revenue collection (GST, Forest, Professional Tax, Land Revenue, Excise and Hills House Tax), Kamjong is placed at 4th position out of the 16 districts during 2023-24.

Water Resource Minister Awangbow Newmai, while replying to a query raised by MLA Wangkhei A/C Thangjam Arunkumar Singh, said that the department is planning a long-term prevention measure to tackle flood. Under this, the department is implementing the flood mitigation project under Flood Management Border Areas Programme (FMBAP), a scheme of Ministry of Jal Shakti, Department of Water Resources, River Development and Ganga Rejuvenation, Government of India, he added.

The Minister informed that the department is also planning to rejuvenate the retention basin and construct reservoirs/dams. Apart from these, preparation is underway for a master plan for Manipur River Basin since the last two years and is expected to be completed by November this year, he added.
