Imphal : On the morning session of the ongoing Manipur Legislative Assembly, Chief Minister Y. Khemchand Singh laid the 16th Annual Report (2022–2023) of the Manipur Information Commission on the Table of the House.
The Secretary, Manipur Legislative Assembly intimated the House about the Governor’s assent to the following Bills: (i) The Manipur Contingency Fund Bill, 2024 (Bill No. 9 of 2024), (ii) The Dhanamanjuri University (Second Amendment) Bill, 2024 (Bill No.13 of 2024), (iii)The Manipur Private School (Registration and Regulation) (Amendment) Bill, 2024 (Bill No.14 of 2024), (iv) The National Law University, Manipur Bill, 2024 (Bill No.16 of 2024), and (v) The Manipur Goods and Services Tax (Seventh Amendment) Bill, 2024 (Bill No.17 of 2024)
During the question hour, while replying to starred question raised by Thokchom Lokeshwar Singh, Khundrakpam A/C MLA regarding Sawombung-Sagolmang-Keibi road construction, Shri Yumnam Khemchand Singh stated that a payment of around Rs. 1,669 lakhs has been made to the concerned company.
Replying to a starred question raised by Surjakumar Okram, MLA, Khangabok A/C, Home Minister, Govindas Konthoujam stated that the total number of UNLF(P) cadres verified so far is 1,435, and stipends at the rate of Rs. 6000 per cadre per month are currently being provided.
Replying to another starred question raised by Thokchom Lokeshwar Singh, Govindas Konthoujam stated that the resettlement process of Internally Displaced Persons (IDPs) has begun in a phased manner.
In response to a calling attention raised by Kangujam Ranjit Singh on the incident of killing of one contractor at Keirak, Kakching district, the Chief Minister stated that the incident was very unfortunate and that an enquiry is underway to book the culprit.
In response to another calling attention raised by Keisham Meghachandra Singh on the recent hailstorm, the Chief Minister stated that he has directed the concerned Deputy Commissioners (D.C’s) to assist families affected by the recent hailstorm. He further stated that geotagged photographs of the assessed locations will be provided by the concerned authorities. Priority will be given to the affected houses, after which assessment of crop damage will be taken up.
During the morning sitting of the House, cut motions on Demand No. 11 – Medical, Health and Family Welfare Services were raised by Kangujam Ranjit Singh and Keisham Meghachandra Singh.
Replying to the cut motion raised by Kangujam Ranjit Singh on failure to effectively implement Chief Minister-gi Hakshelgi Tengbang (CMHT), the Chief Minister stated that a departmental enquiry will be conducted to rectify the misconduct and that the defaulters will be dealt with as per the laws of the land.
Responding to the cut motion raised by Keisham Meghachandra Singh, the Chief Minister maintained that the infant mortality rate in the state is lower compared to the national record. He stated that health department officials are sincerely carrying out their duties and that more than 1,000 awareness programmes have been conducted. The government is also paying keen attention to healthcare in rural areas. Out of the 93 approved Primary Health Centres (PHCs), 86 PHCs are fully functional, he added.
Yumnam Khemchand Singh further stated that the government has distributed Health Cards to IDPs to assist them in their health check-ups. For the well-being of the IDPs, mental health support has been provided. Around 30 lakh patients have benefited from free diagnostic services conducted with the assistance of the National Health Mission.
