Manipur Appropriation (No. 2) Bill 2026, passed

Chief Minister Yumnam Khemchand Singh stated that the Deputy Commissioners of all districts have been instructed to immediately provide assistance to people affected by the recent hailstorm in the State.

Imphal: On the evening session of the last day of the 7th Session of the 12th Manipur Legislative Assembly today, the Manipur appropriation (No.2) bill,2026, was passed.  Prior to that, the discussion was held and participated by Okram Ibobi Singh, MLA, Thoubal A/C; K. Meghachandra Singh, MLA, Wangkhem A/C; K. Ranjit Singh, MLA Sugnu A/C; Th. Lokeshwar Singh, MLA, Khundrakpam A/C and Surjakumar Okram, MLA, Khangabok A/C.

Replying to the queries during the discussion, Chief Minister Yumnam Khemchand Singh stated that the Deputy Commissioners of all districts have been instructed to immediately provide assistance to people affected by the recent hailstorm in the State. He said that the Deputy Commissioners have been asked to spend from any possible funds available, which will be reimbursed by the Government.

The Chief Minister further informed that in the last few years, more than seven lakh people have received treatment in various hospitals under the two schemes, CMHT and PMJAY. He maintained that there are certain discrepancies in the implementation of the health insurance schemes and added that such issues exist in other states as well. He, however, added that such matters will be resolved at the earliest.

Y. Khemchand Singh stated that around 110 applications have been cancelled by the Health Department as they were found to be not genuine. Assuring the House, the Chief Minister said that an administrative committee will be constituted to conduct an inquiry into suspected fake cases and fraudulent withdrawals under the scheme, and a report will be furnished within one month. He also mentioned that the Chief Secretary will convene a meeting of all private hospitals affiliated under the scheme within one week to enforce proper guidelines of the health schemes.

During the discussion on the Appropriation Bill (No. 2), 2026, the Chief Minister informed the House that seven new programmes under the Water Resources Department have been allocated for Thoubal district. He further clarified that the funds allocated for women self-help groups (SHGs) in the budget are not related to elections, and added that the funds are meant for economically-weaker sections among women and will be disbursed at the earliest.Later, the Manipur Appropriation (No.2) Bill,2026 was unanimously passed by the House. Thereafter, the 7th Session of the 12th Manipur Legislative Assembly was adjourned sine die.
