Imphal: Chief Minister of Manipur, N. Biren Singh Wednesday called on all government officials and people of the State to work doubly hard to make up for all the lost time.
The Chief Minister was speaking as the Chief Guest of the Good Governance Day held on Wednesday at the Durbar Hall, Chief Minister’s Secretariat.
In his speech, the Chief Minister lauded government officials, including the Chief Secretary, for working towards achieving the government’s objective of good governance. He said officials have reached far-flung areas that are hard to get even by vehicles and provided services to the people.
Good governance, the Chief Minister said, is commitment, accountability, timely delivery of services and transparency, etc.
N. Biren Singh stated that the law-and-order situation in the State was not so good in the State that when his government came to power in 2017, his priority was to bring a people-oriented government.
The Chief Minister further cited several schemes and missions initiated under his government for the welfare of the people. He said the Meeyamgi Numit was launched with the basic aim of providing a people-oriented governance.
Meeyamgi Numit was not only held in the Chief Minister’s Office, but in all districts under the DCs and SPs, he said adding that Ministers and MLAs also held Meeyamgi Numit to interact with the people, and bring cohesive relation between the people and the government.
The Chief Minister said that the COVID pandemic was very unfortunate, otherwise Manipur would have achieved much more.
N. Biren Singh also spoke on the “Go to Hills” Mission and said that the Mission was launched during the crucial time when there was a gap between the hills and valley.
N. Biren Singh also stressed on the importance of delivering commitments and promises and said trust is lost when the leaders couldn’t deliver on their commitments.
He also spoke on the Go To Village Mission.
Further applauding the officials for all their hard work, the Chief Minister said that during the COVID pandemic, the government and the officials worked relentlessly. With the support of the people and CSOs, the State overcame the pandemic, though some precious lives were lost, he added.
The pandemic could have been a lot worse, without the efforts of all stakeholders including ministers, MLAs and officials, he said and appreciated doctors, nurses and other health care workers for fearlessly fighting the pandemic
The Chief Minister said many were surprised when the State and himself were awarded for Good Governance including the Best Chief Minister’s Award.
Stating that Manipur was on the right trajectory of development and good governance before May 3, 2023, he said that the State had hosted G-20 events, Femina Miss India competition and the Tri-Nation Football Tournament.
N. Biren Singh spoke at length on the School Fhagathansi Mission which provided facilities like that of private schools in government schools. He said even teachers are trained under the Star Education policy.
Today, the admission rate in government schools has increased 40-50 percent, he said, adding that people have started believing in the government education system.
The Chief Minister also highlighted the government’s Chief Minister’s Health Card.
Schemes like the School Fhagathansi Mission and CMHT improve the economic condition of the general public, he said, explaining that those who enjoy these schemes have cut down their expenses on the education of their children and medical expenses.
The government must guide the people, N. Biren Singh said while elaborating that the people have elected their government and it is the duty of the government to guide the people.
N. Biren highlighted the College Fhagathansi Mission, Chief Ministergi Artistesinggi Tengbang (CMAT), and said all these schemes are people-oriented schemes. These are examples of good governance, he added.
The Chief Minister also stressed on the need to compile and highlight the services provided to the people and the achievement of the government.
Further lauding the Transport department for the idea of launching Faceless/Contactless Services, he asserted the need for innovative ideas to make it easier for people to access the services provided by the government.
He said Atal Bihari Vajpayee was a visionary leader, and had established DoNER especially for the North East.
Commissioner Administrative Reforms, RK Dinesh highlighted the performance report of activities taken up during the Good Governance Week.
He said that during the Good Governance Week, the main focus was mainly on service delivery and grievance redressal of the people under the theme Prashasan Gaon Ki Ore. He said workshops were conducted in all districts.
As part of the observation, the Chief Minister in the presence of other dignitaries released a book “A tribute to Shri. Atal Bihari Vajpayee Bharat Ratna on Centenary Birth Anniversary published by the Department of Administrative Reforms Division, Government of Manipur.
The Chief Minister also launched the Faceless/ Contactless Service of Transport Department.
The observation was also attended by Ministers, MP Rajya Sabha Leishemba Sanajaoba, MLAs, Administrative Secretaries, HODs among others.
