Bishnupur: A three-day district level training programme for Census 2027 Phase-I on Houselisting and Housing Census, HLO began yesterday at Mini Secretariat Complex, Bishnupur.
The training jointly organised by the Directorate of Census Operations, Manipur and the District Administration Bishnupur under the overall supervision of the Principal Census Officer, PCO Bishnupur will end tomorrow i,e 19th February, 2026.
Deputy Commissioner and Principal Census Officer, Pooja Elangbam, emphasized the importance of the training, stating that its primary aim is to equip Census functionaries with a clear understanding of their roles and responsibilities. She encouraged participants to utilize the opportunity to clarify doubts and maximize their learning, enabling them to perform their duties effectively.
The training led by Kh. Ramewshwor Singh, Deputy Director, Yengkhom Monica Devi and Huidrom Rajesh Singh focuses on the process of Houselisting and housing census, concepts and definitions of the related terms, understanding of all features of the Census management and Monitoring System Web Application, Houselisting Block Creator Web Application and HLO Mobile App for smooth execution of different activities.
The activities to be taken up by the Census Functionaries includes registration of filed trainers, enumerators and supervisors in CMMS portal; creation of HLBs, carving and final updation after ground truthing, preparation of Village/town and charge register (rural & urban); management of training for FTs and E&S; generation of appointment letter and ID cards for E&S; facilitating data entry for HLO done in paper mode; tracking and management of printing logistics; overall monitoring, management and supervision of Census work in CMMS among others.
The trainees were also provided hands-on training on the Census Management and Monitoring System covering user registration, modules features and management.
