Imphal: Chief Minister Yumnam Khemchand informed the House that the election process of the Autonomous District Councils (ADCs) and Panchayats had been initiated earlier but postponed following the ruling of the Supreme Court concerning the three-tier system, undertaking the delimitation exercise on the 2nd day of the 8th session of the 12th Manipur Legislative Assembly.
The Chief Minister added that he will further expedite the election at the earliest while replying to the Calling Attention raised by MLA K Meghachandra Singh. Regarding the issue related to the 16th Finance Commission, the Chief Minister informed the House that he would write to the concerned authority regarding the matter.
Chief Minister Y. Khemchand Singh informed the House that the ongoing conflict had resulted in difficulties of deploying doctors and nurses in several districts while replying to Calling Attention Motion moved by MLA Surjakumar Okram regarding the non-availability of essential surgical items and basic supplies, poor maintenance of infrastructure, inadequate equipment and shortage of manpower in Government hospitals,
The Chief Minister also added that the shortage of medical personnel had also posed challenges during the dengue outbreak at Moreh. Despite these challenges, he said that there had been significant improvement in the health sector in the State. He informed the House that the State’s infant mortality rate is around 3 per 1,000 live births and that the Health Department had recently received an incentive of around Rs. 2,000 crores. He further stated that sanction had been accorded for five super-speciality hospitals including provision for CT Scan Facility.
The Chief Minister also informed that the City Mental Hospital at Lamphelpat is under process for construction, while the construction of the 60-bedded Mentally Child’s Hospital for children at Luwangsangbam had achieved 87 percent progress.
Y. Khemchand Singh addresses the shortage of medical personnel in the hill districts, that 13 Mobile Medical Units with proper equipment and medical staffs have been facilitated. He further added that 33 ambulances were being prepared for deployment at different locations in the State to provide support to pregnant women.
Regarding the National Health Mission (NHM), the Chief Minister informed the House that during the financial year 2024-25, Manipur was initially scheduled to receive four instalments. However, following an inspection, the State received a fifth instalment, resulting in an increase in funds. He added that during 2025-26, Manipur received the full instalment and the funds were fully utilised.
Furthermore, replying to a query raised by MLA Ranjit Singh, Home Minister Govindas Kongthoujam, stated that four persons involved in the Leilon Vaiphei Incident have been apprehended and further investigation is still underway.
On another query raised by MLA Ranjit Singh, Home Minister said that one accused namely, Sonminlal Palal Thadou Kuki, alias Lalboi Singson, son of late Letzang Singson from Molnom Village Police Station, Churachandpur District, involved in the Tronglaobi Incident of April 7, 2026 has been nabbed and the investigation is still under process.
Replying to a query raised by MLA Thokchom Lokeshwar Singh regarding the free movement of vehicles and essential commodities on NH 37 and NH 39, the Home Minister said that there is no obstruction to the vehicles or transporters plying on these roads. Besides, action will be taken up to those, who are involved in illegal blockage of the road, he added.
The Chief Minister replied that a total of Rs 29.67 Crores have been approved by Finance Department and will be disbursed through District Administrations as soon as possible for the assistance to the victims of Hailstorm that occurred in March 2026. He had given the statement during a question raised by MLA Dr Sapam Ranjan Singh.
Home Minister Konthoujam Govindas answered that 306 people had died while 49 persons were reported missing until 31st August, 2026 on a query raised by MLA Dr Sapam Ranjan Singh regarding the number of persons died or gone missing since May 3, 2023. He further informed the House that the Ex-Gratia to the families of the missing persons will be released within this month after a Cabinet discussion as per the rules of the Ex-Gratia Scheme of the state government and under the CSACV (Central scheme For Assistance to Civilian Victims) for the confirmed death cases.
Chief Minister called the people of the state to resolve with other alternative means of protest or agitation instead of bandhs as it impacts a larger population including the students. He further informed that a scheme in respect to the street vendors, who have been affected by the bandhs in the state will be launched within this month. He was replying to a question raised by MLA Surjakumar Okram.
Deputy Chief Minister, Nemcha Kipgen informed the House, that there has been construction of Bailey Bridges over the Imphal River connecting Mayang Imphal AC, Imphal west District with Wabagai AC and Hiyanglam AC of Kakching district taken up under PMGSY in the stretch between Chirai Village and Khordak Village of Mayang Imphal AC, Wangoi Sub-Division, Imphal West District in the period between 2007 to 2025. Deputy Chief Minister, Nemcha Kipgen was replying to starred question raised by MLA, Kongkham Robindro Singh.
Meanwhile, MLA Kimneo Haokip Hangshing of Saitu Constituency addressed the House regarding issues faced by the people in her constituency including centres for competitive exams and job opportunities. She also addressed the House to ensure supply of essential items like food, medicines and fuel and regarding improvement of livelihood and financial assistance of the IDPs in Kangpokpi district.
Furthermore, Chief Minister Y. Khemchand Singh has laid “The Manipur Private School (Registration and Regulation) (1st Amendment) Rules, 2026” on the Table of the House during the ongoing session of the 12th Manipur Legislative Assembly.
