Imphal: The 7th Session of 12th Manipur Legislative Assembly continued today with discussions and voting on 12 Demands for Grants for the financial year 2026–27.
On the fourth day of the session, Leader of the House, Chief Minister, Y. Khemchand Singh laid 12 Demands for discussions and voting for Grants on the Table of the House which includes Finance Department, Education, Co-Operation, Agriculture, Animal Husbandry and Veterinary including Dairy Farming, Election, Minor Irrigation, Panchayat, Sericulture, Water Resources Department, Horticulture and Soil Conservation and Relief and Disaster Management.
A total sum of Rs 8208,80,65,000 (Eight Thousand Two Hundred Eight Crores Eighty Lakhs and Sixty Five Thousand) for 12 Departmentswas passed for the financial year 2026-27 on the 4th day of the ensuing session of House.
These include a sum of Rs.3532,11,03,000/- for Demand No 5- Finance Department; a sum of Rs. 3077,43,14,000/– for Demand No.10-Education; a sum of Rs.29,64,22,000/- for Demand No.16-Co-Operation; a sum of Rs.257,39,37,000/- for Demand No.17 -Agriculture; a sum of Rs.134,83,17, 000/- for Demand Non18- Animal Husbandry and Veterinary including Dairy Farming; a sum of Rs. 82,22,76, 000 for Demand No. 27- Election; a sum of Rs.108,91,68,000/- Demand No.36-Minor Irrigation; a sum of Rs.132,53,30, 000/-for Demand No .38 -Panchayat; a sum of Rs.26,46,85,000/- for Demand No.39-Sericulture; a sum of Rs.371,78,13,000/- for Demand No .40-Water Resources Department; a sum of Rs.108,95,40,000/- for Demand No .43 -Horticulture and Soil Conservation; and a sum of Rs.346,51,60,000/- for Demand No.48 -Relief and Disaster Management.
The demands were approved by the House to meet expenditure during the financial year ending March 31, 2027.
The House then took up further legislative business as per the listed agenda.
Replying to the starred and supplementary questions by MLA Surjakumar Okram, in the House, Chief Minister of Manipur, Y. Khemchand Singh, stated that the issues relating to medical assistance for Internally Displaced Persons (IDPs) and the increasing suicidal cases among inmates in relief camps will be thoroughly examined. He assured the House that the findings and necessary updates will be placed before the House before the session concludes.
The Chief Minister clarified that the State Government has not taken any loans beyond the permissible limits and that all borrowings have been made strictly in accordance with the Government guidelines. He informed that the State’s economy remains stable, with the interest ratio maintained at around six percent (6%).
Highlighting improvements in the State’s fiscal indicators, the Chief Minister said that the Gross State Domestic Product (GSDP) ratio stood at 70 percent in 2005–2006. This figure declined to 41 percent in 2024–2025, and the latest estimate for 2025–2026 stands at 40 percent. He remarked that the steady reduction indicates a positive trend and reflects an improvement in the State’s financial health.
Y. Khemchand Singh added that the State Government continues to work diligently to further strengthen the economy and ensure sustained financial stability.
During the session, Cut Motions on Demand No. 5,10,16,17,18,27,36,38,39, 40, 43 and 48 were raised in the House by MLA K. Meghachandra Singh and MLA Th. Lokeshwar Singh.
Replying to the queries raised during the Cut Motion, Chief Minister Yumnam Khemchand Singh stated that agriculture is a major source of revenue for the state, the Chief Minister said departmental inquiries will be initiated soon into the irregularities in the implementation of the PMKSY and the lapses in the implementation of the PM-KISAN scheme.
Regarding compensation for farmers affected by the violence, he said that in 2024-25, a total of 5,808 affected farmers was identified and Rs. 34.13 crores were disbursed accordingly. However, in 2024–25, another new list was received in which 10,286 farmers were identified as affected, which he termed unfortunate. He added that necessary steps will be taken after proper verification of the lists.
At the conclusion of the morning session, all the Cut Motions moved by the MLAs were unanimously withdrawn.
Following this, the House was adjourned until 11:00 a.m. the next day for the subsequent sitting.
