Churachandpur: A three-day district-level training programme for Census 2027 Phase I (House Listing and Housing Census – HLO) began on Wednesday at the District Panchayat Resources Centre (DPRC), Mini Secretariat Campus, Churachandpur. The event was jointly organised by the Directorate of Census Operations, Manipur and the District Administrations of Churachandpur and Pherzawl, under the guidance of their respective Principal Census Officers (PCOs).
Addressing the gathering, Mannuamching, IAS, Deputy Commissioner of Pherzawl and PCO of the district stressed the importance of the exercise, noting that charge-level officers must develop a clear understanding of census processes, make effective use of digital tools, and be fully aware of their roles and responsibilities.
Sharing his perspective, Dharun Kumar S, Deputy Commissioner of Churachandpur and PCO of the district, highlighted that thorough training and preparedness at the field level are essential to ensure accurate data collection and smooth census operations. He encouraged trainees to absorb as much as possible from the expert trainers and called for close cooperation between Sub-Divisional Officers (SDOs) and staff.
The sessions are being led by Shri Joseph Lanah, Deputy Director, Directorate of Census Operations, Manipur, and Nijhar Ojha, DPA, Cir-A. The programme aims to strengthen district and charge officers’ knowledge of census processes, covering basic concepts and definitions, while providing hands-on orientation on census portals such as the Census Management and Monitoring System (CMMS), House Listing Block Creator (HLBC) web application, and the HLO mobile app. These tools will be used by enumerators to collect data on 33 census questions during Phase I.
