Imphal: On the second day of the 5th Session of the 12th Manipur Legislative Assembly, Leader of the House, N. Biren Singh while replying to a question raised by MLA K. Ranjit Singh, informed the House that 198 coys of the Central Armed Police Force (CAPF) and 147 to 153 column of Army/Assam Rifles were deployed in the state to curb the present situation.Â
To control the law and order situation, 200 coys of CAPF were deployed from May 2023 till October 2023 and 198 coys were also deployed after replacing two companies of Rapid Action Force (RAF) from October 2023. Regarding the deployment of central forces in Moreh, he said that due to National Security issues, details cannot be laid in the House.
N. Biren Singh, replying to a query raised by MLA Surjakumar Okram, said that a total of 13, 274 structures have been reported to be destroyed and gutted in the ongoing violence that started on May 3, 2023. He further informed the House that assessment and identification of structures damaged/destroyed/gutted is still ongoing in various districts of the state.
Regarding compensation, disbursement of partial compensation in the form of permanent housing for those who are ready to move back to their original places after proper verification under the scheme of permanent housing has started. For the construction of houses, fifty percent advance of the compensation has been released to 139 families. Sanction has also been issued for disbursement of the same to another 472 families, he added.
The Chief Minister further informed the House that the Government had sanctioned Rs 15 crore for disbursement of twenty-five percent advance (Rs. 25,000/-) of the interim relief (Rs. 1 lakh per family) for those whose home had been completely burnt down/damaged. Identification of beneficiaries and account verification is going on by the Deputy Commissioners of the respective districts.
Replying to a query raised by MLA Th. Lokeshwar Singh, Chief Minister informed the House that the Prefabricated temporary houses, in different areas of the state, were built under the Special Package approved by the Ministry of Home Affairs, Government of India.
The Prefabricated houses built at Sajiwa and Sawombung cost Rs. 9.98 crores in each of the sites for 200 families. Regarding the structural inconveniences faced by the families in the prefabricated houses, the Chief Minister assured the House that the necessary steps to improve the structures of the prefabricated houses and surroundings will be taken up before the monsoon season.
During the Zero Hour today, Kh. Joykisan raised the issue of the agitation by Police Commandos and drew the attention of the House to solve the issue considering the present situation prevailing in the state.
The leader of the House laid a detailed statement concerning the prevailing situation that arises out of the conflict, starting from May 3, 2023, in the House. He highlighted the various initiatives taken up by the government to bring peace and harmony to the state.
He appreciated the role played by the members of the House in bringing normalcy to the state. He also appreciated the Central forces and the state forces for their contribution to protecting and safeguarding the people of the state in this situation. The Leader of the House also lauded the people of the state for their contribution to bringing normalcy. He further appealed to the public to refrain from activities that can hinder the steps taken by the government to bring normalcy to the state.Â

H. Dingo Singh, Minister (in-charge of Social Welfare, Labour and Employment) also laid the following papers on the table of the house: i) The Manipur Maintenance and Welfare of Parents and Senior Citizens Rule, 2023 ii) The Manipur State Commission for Women Rules, 2024 and iii) The Manipur Labour Laws (Exemption from renewal of Registration and License by Establishment) Ordinance, 2023.
